摘　　要：山区转型发展和绿色发展要形成基本共识,确立基本理念,确立发展思路和愿景,强化统筹,优化发展环境,强化绿色,实现经济系统优化,强化生态,实现生态系统优化,建立建全制度保障,完善山区发展考核体系,创新山区资源补偿机制,加大扶持开发力度,加大开放开发力度。We have to form a consensus and establish the basic concept together with the development ideas and vision in order to realize transformation and green development in mountainous areas. It's also indispensable to strengthen the idea of the plan as a whole and the awareness of green for the purpose of optimizing the development environment and the ecological system. Meanwhile,we have to establish and perfect the safety system,including improving development appraisal system and creating resources compensation mechanism in more efforts to open and support the development in the mountainous areas.
