摘　　要：介绍俄罗斯法规关于紧急呼叫系统强制性实施日程表,说明紧急呼叫系统需要满足的一些法规清单及法规的主要内容。根据法规要求,做出了功能框图、结构框图,明确了紧急呼叫系统的电气特性,对调制解调器和喇叭的选用、备用电池的功能作了说明。列出紧急呼叫系统零部件清单,对紧急呼叫系统的工作程序进行说明,讲述紧急呼叫系统开发关键技术。The compulsory implementation schedule of Russian regulations about the emergency call system is introduced; the law and regulation list which this system needs to satisfy is elaborated. The functional block diagram and the structure diagram are made according to the main content of the laws and regulations. The electrical characteristics of the emergency call system, the function of the modem, the speaker and the backup battery are explained. The components of the emergency call system are listed. The working procedure of this system and the key development technology of the emergency call system are also elaborated.
