天津市国医堂运行情况评价指标体系的方法学研究

摘　　要：[目的]了解天津市社区国医堂运行情况。[方法]通过文献研究、小组讨论、专家咨询等方式确定国医堂运行评价指标从而构建评价指标体系;通过文献研究、核心小组讨论等方式确定运用层次分析法评价国医堂运行情况,确定运用专家咨询法确定各指标的重要程度赋值,初步了解目前国医堂运行情况。[结果]构建了国医堂运行评价指标体系,将指标体系分成3个准则层,10个次准则层,23个指标层。通过对国医堂内管理人员、患者、医护人员分别进行国医堂运行情况问卷调研后得出天津市国医堂总体指数良好,初步达到天津市卫生局"三方向"、"三目的"的要求,但"两升两降"的目标尚不明显。[结论]天津市国医堂运行评价指标体系是比较合理的,并且目前运行情况基本良好。[Objective] To learn about the running condition of Tianjin GuoYiTang. [Methods] By means of literature research, group discussion, expert consulation, making sure the evaluation indexes of running condition and establish evaluation index system of GuoYiTang. By means of literature research, group discussion, AHP method was suitable for evaluation index system of running condition of GuoYiTang, the Dephi method is suitable for the weight of indexes. [Results] There were 3 criterion layers, 10 subcriterion layers, 23 indexes layer to establish evaluation index system of GuoYiTang. AHP method was suitable for evaluation index system of GuoYiTang, and the Dephi method was suitable for the weight of indexes. [Conclusion] Evaluation index system of running condition of GuoYiTang is reasonable. The operation of Tianjin GuoYiTang is in good condition.
