13清单下钢筋混凝土工程综合单价风险费研究

摘　　要：根据13清单规定承包人需要承担一定的价格风险,应在投标报价中预留一定风险费。现阶段的研究大多针对整个项目,没有根据13清单的风险分担原则及各项目特点对综合单价风险费进行分解剖析。以钢筋混凝土这一分部分项工程为例,在13清单背景下利用WBS-RBS法识别主要风险因素材料费,利用问卷调查量化风险;根据发承包双方风险分担原则综合考虑风险发生概率和风险损失程度,将其分为承包人承担的高风险高损失的风险,发包人承担的高风险高损失的风险等12类;并将识别的风险因素进行归类,确定不同清单项目的风险费基数和风险费费率进而确定风险费。According to the regulations of GB50500-2013,the contractor needs to take certain price risk and certain risk fee should be include in the offer. Presently,researches on risk charge are mainly for the whole project,not according to risk sharing principle and characteristics of the project Therefore, based on reinforced concrete, the paper firstly use the method of WBS-RBS under GB50500-2013 to identify Divisional and Elemental Works＇ risk. A questionnaire survey is used to quantify risk. Considering the risk probability and risk loss rate,it can be divided into twelve kinds,such as the contractor to assume the risk of high risk high loss,the developer to assume the risk of high risk high loss. Lastly,all the risk factors are classified to determine the base of risk cost and risk cost rates,further to determine the risk cost.
