摘 要:收益分配是否合理关系到PPP项目的成败,交通量的可观测性为建立科学合理的PPP公路项目收益分配机制提供了新思路。为建立科学合理的收益分配机制,以公私双方投入和风险分摊情况确定出初始收益分配比例,提出合理交通量区间的概念,分析了市场自由竞争条件下政府、私营方、公路使用者的三方博弈,从而得到实际定价方式对私营方造成的效用损失,分析了实际定价方式对三方效用的影响,并以观测到的交通量和私营方效用损失为基础,对初始收益分配比例进行了动态调节,达到了"三赢"的目的。Reasonable income distribution concerns the success of PPP project. The observed traffic volume provides a new train of thought for the establishment of reasonable PPP highway project income distribution mechanism. In order to establish a scientific and reasonable income distribution mechanism,this article works out the initial income distribution proportion with the factors of capital investment and risk sharing condition. Reasonable traffic volume range is brought up. The trilateral game of government,the private party and highway users were analyzed under the condition of market competition in order to get the utility loss of the private party.The influence of actual pricing model on the three sides was analyzed. At last,the initial income distribution proportion is adjusted dynamically on the basis of observed traffic volume and the utility loss of the private party to hit the mark of triple-win.
