水电站工程项目政策支持效益后评价研究——以WX水电站为例

摘　　要：政策支持对于准公益性水电站工程项目具有重要影响，在研究国内外对水电站工程项目政策支持的基础上，以WX水电站工程项目为例，进行政策支持效益后评价。通过对WX水电站工程项目在已有政策支持下取得的效益评价，以及不同政策支持方案下的财务效益分析，得出如下结论：虽然该工程已享有一些相关支持政策，但因享受优惠政策幅度不大，WX水电站工程项目的财务指标改善并不大；基于国家对水电等清洁能源产业的支持，为保证WX水电站工程项目财务的可持续性，建议WX水电站工程项目在财政、税收、电价等方面继续争取政策支持。Policy support had an important influence on hydropower engineering projects. Based on the domestic and foreign research on the policy support for hydropower engineering projects,this paper had post evaluation of policy support effectiveness taking WX hydropower project as an example. Through the financial benefits evaluation in the existing policy support and different policy support programs,it made the following conclusions：WX hydropower project had aehieved a lot of related policy support, but the insufficient degree made unsatisfactory results of the financial index. In order to ensure the financial sustainability,it suggestted WX hydropower project to seek policy support in finance,taxation and tariffs continually.
