卫生行政机构应急人员预案编制能力影响因素分析

摘　　要：目的分析某省基层卫生行政机构应急人员突发公共卫生事件应急预案的编制现状及其影响因素,以期为提高应急人员的预案编制能力提供科学有效的依据。方法对该省具有代表性的10个市的市级、区县级的77家卫生行政机构和264名应急人员进行调查,所得数据采用描述性分析、2检验和多因素Logistic回归等统计方法进行分析。结果 77所卫生行政机构中仅有16家单位主动制定应急预案,占总体的20.8%。所调查的机构中,预案编制时有53.2%的卫生行政机构作了风险分析,62.3%的机构应急能力评估;多因素Logistic回归分析表明,卫生行政机构应急人员预案编制能力的主要影响因素为应急人员技术职称(OR=1.817)、本单位的预案编制工作的开展(OR=1.764)、领导重视程度(OR=2.059)。结论从总体来看,该省卫生行政机构应急人员预案编制的能力偏低,加强各级政府的重视和投入,增强相关知识的培训,提高应急人员对关键技术的掌握程度,能有效增强卫生机构应急预案的编制能力和应急处置能力。Objective To investigate influencing factors of capability for emergency plan compilation among grassroots emergency responders in health administrators,and to provide evidence for improving the responders＇ capability of emergency plan compilation. Methods A questionnaire survey was carried out among 264 health emergency responders from health administrative departments at various levels. Descriptive analysis,X2test,and logistic regression were adopted in data analysis. Results In 77 health administrative departments at municipal or district level,20. 8% compiled the emergency plans initiatively,53. 2% compiled the plans with risk analysis and 62. 3% compiled with response ability assessment. The capability for emergency plan compilation was influenced mainly by professional titles（ OR = 1. 817）,development of emergency plan compilation（ OR = 1. 764）,suppervisor＇s attitude（ OR = 2. 059）,and emergency response capacity of the departments of organization based on the results of multivariate logistic regression. Conclusions The capability of emergency plan compilation is low among health administrative departments at grassroots level and the capability can be increased by strengthening attention and investment from government at all levels,implementing more training programs,and improving the level of mastering key response techniques.
