摘 要:从居民的视角构建村改社区建设绩效评价指标体系既是居民作为社区管理主体的基本要求,也是社区建设"以人为本"原则的具体体现。该指标体系的构建有助于分析和评价村改社区当前建设成果,并进一步明确社区后续建设目标与方向,同时也为社区制定发展对策提供决策依据。在文献研究与专家咨询的基础上构建了以物质环境、社区制度、居民行为、精神归属、身份角色认同为一级指标的评价体系,并以天津越秀园社区作为应用基础,运用层次分析法与模糊综合评价相结合的方法进行了评价。数据分析结果显示整体得分较高,尤其是在社区物质环境建设方面,这一方面说明居民对社区建设效果整体是满意的;另一方面也表明社区建设各相关方对村改社区的重视与投入。另外,数据中也反应出社区在软性建设方面还存在不足,尤其是居民对社区制度及规范的接受与执行还有待进一步提升,针对此情况提出建立利益与体验相结合的动员机制以及压力与示范相结合的约束机制的改善建议。The establishment of evaluation index system of "Village-into-residence" community construction performance based on the perspective of inhabitant not only is a basic requirement which strengthens the body of community management, but also indicates the principle of people oriented. The indicator system would help to analyze and evaluate achievement of "Village-into-residence" community construction, meanwhile, the system also presented the construction ob)ectives of community construction so as to provided decision-making foundation for planning development stratagem. On the basis of literature review and expert methods, this paper established a set of evaluation index system of "Village-into-residence" community construction performance, including five first-class indicators, such as physical environment, community system, inhabitant behavior, the sprit of belonging, and identification role. Taking Yuexiuyuan community as an example, the demonstration analysis was conducted with both the methods of analytic hierarchy process and fuzzy comprehensive evaluation. The value of indicators got high score, especially in the aspect of physical environment, which meant the relatively high evaluation of overall satisfaction of community construction and how important the government regard the construction was. However, the research results also indicated that soft construction of community needed further strengthening, especially in the perception and acceptation of community institution. As a result, a series of suggestions were provided, including setting up a new mobilized mechanism integrating interests into experience, and restraint mechanism combining pressure control and demonstration.
