摘　　要：为解决当前城市发展中所面临的人口多、资源消耗大、城市管理混乱等一系列问题,提升城镇化质量,全国掀起了智慧城市的建设热潮。然而,当前成熟的智慧城市运作机制还未形成,制约了智慧城市的可持续发展。文章认为,运作机制是智慧城市建设成败的关键因素,要确保智慧城市持续健康发展,亟需建立合理的运作机制。在此背景下,文章对智慧城市运作机制进行了探索创新,提出了智慧城市运作机制的设计思路和方法,以期为各地突破智慧城市发展困局提供思路。In order to solve a series of problems faced in the development of the city population, resource consumption, city management, and enhance the quality of urbanization, the smart city construction boom in China. However, the current mature operation mechanism of smart city has not been formed, which restricts the sustainable development of the smart city. Operation mechanism is the key factor of smart city construction to ensure the sustainable and healthy development of smart city, it needs to establish the reasonable mechanism of operation. Under this background, this paper explores the innovation of operation mechanism of smart city, puts forward the design idea and method of operation mechanism of smart city, to provide a train of thought for the breakthrough of smart city development dilemma.
