摘　　要：文章认为,当前农村特困户供养存在对法治思维和法律方法重视程度不够、未能完全实现应养尽养、供养标准低、供养对象识别不准确和挪用或侵占供养资金等问题。有关部门应在法治思维主导下采取适度扩大供养对象范围、提高供养标准与注重脱困能力培养和就业机会公平并重、构建统一的信息核查机制、构建利益诱导机制及"顶层设计与基层广泛参与相结合"的监管机制等具体对策。The survey revealed that the guarantees system of the rural poorest family have presented many crucial problems： the scope of the provisions is narrow, the level of the provisions is relatively low, the dependent objects are hard to accurately identified, the funds had been embezzled or occupied, etc. In order to solve these problems, the government should take the following measures, such as, expanding the scope of support object, improving the living standard, providing job opportunities along with training ability, building a unified information verification mechanism and constructing benefit induced mechanism, etc.
