摘 要:我国在城镇化进程的快速发展阶段,政府对基础设施、公共事业、公共服务领域的投资巨大,然而现有的财政体制所提供的财政资金与地方政府投融资渠道已无法填补资金需求的缺口。公私合作制(PPP)将私人部门资金整合到政府投融资项目中,为地方政府融资提供了另一种途径。但公私合作项目中存在现有监管体制政出多门、长期PPP项目与官员任期错配等问题,需要建立全新的监管体制。文章以政府各部门职能划分为依据,对我国地方政府即将推行的PPP监管体制创新提出了以发改委规划,财政部门主导管理,项目发起有关政府职能部门从属执行的政策建议。In the faster developing phase of China's urbanization, the government is investing an enormous amount of money into infrastructure,public utilities and public services. However, funds, which are provided by current fiscal system and through financing channels of local governments, are no longer able to make the ends meet. Through PPP, government could raise private-section funds for government-invested projects, which provide a supplementary way for local governments financing. But, problems do exist among PPP projects, which could be:overlapping operations by different departments, maturity mismatch between long-term PPP projects and tenure of local officials. Therefore, it's essential to establish a new regulatory regime for PPP projects. This paper, based on the function of government departments, proposed suggestions for the imminent PPP regulatory system innovation of China's local government.
