基于C大学个案的高校发展战略规划执行状况分析

摘　　要：C大学发展战略规划执行在组织层面和个体层面分别采取了营造良好办学氛围、变革组织结构、实施新的发展战略等不同策略。在规划执行过程中也存在责任主体虚化、应然状态的规划设计和实然状态的现实之间相互脱节、执行阻滞、过程监督弱化和奖惩不力等问题。通过C大学个案分析可以发现,发展战略规划包含在学校全体事业发展之中,规划执行具有一定的限度,不同的管理体制需要不同的规划执行方式,不同类型的规划应采用不同的评估方法。The planning and execution of C university development strategy at the organization level and individual level respectively adopts different strategies,such as creating a good atmosphere,revolutionizing organization structure and implementing new development strategies. In the process of planning and execution,there also exist the following problems as the unclear responsibility subject,the mutual disconnect between the ideal planning and the actual state of it,the weakening of the supervision process,and the lack of rewards and punishments and so on. Through the case analysis of C university,it can be found that the development strategy planning is included in the whole development of the university and the planning and execution has certain limit. Therefore,the different management systems needs different ways of planning and execution,and different types of planning should adopt different evaluation methods.
