论大连承担创建世界海洋城市总部的综合优势

摘　　要：在近现代史上,大连经历了在旧中国由于长期沦为殖民地而被动国际化和在新中国建设时期特别是改革开放后而主动国际化的特殊历史进程,使之在国内外均具有很高的城市知名度。进入现代,国家明确要求大连建设为东北亚重要国际航运中心,到目前,大连已经在地缘关系、沿海资源、基础设施、经济发展、科技人才、政策投放等方面形成了综合优势,能够为大连承担国家使命创建世界海洋城市总部提供强力支撑,能够为提高中国在全球海洋事务中的话语权和影响力做出贡献。In the contemporary history, Dalian experienced a special historical process which included passiveinternationalization and initiative internationalization. The passive internationalization is because of being colonized for along time, and the initiative internationalization is because of the construction of New China, especially reform and openingup. Such process makes Dalian quite popular at home and aboard. In modern times, in order to build the internationalshipping center of Northeast Asia, Dalian has built comprehensive advantages in the geographical relationship, coastalresources, infrastructures, economic development, technology talents, policy implementations, and so on. These advantagescan strongly support Dalian undertaking the headquarters establishment of world ocean city, and also can contribute toenhance China＇s discourse power and influence power in global ocean affairs.
