摘　　要：通过"中国林改百村跟踪观察项目"的调研监测,考察了主体阶段集体林权制度改革的实施情况及配套改革的实施绩效。截止2014年6月,87.28%林地确权到户,均山到户率67.4%;有83%受访林农认为林改"分山到户"的方式最好,同时有约60%受访林农认为"林地应该搞规模经营,单个农户不利于林地经营"。林地流转面积占林地总面积的16.5%,农户的流转意愿偏低;新型林业经营主体组织化低,入社户数占样本村总户数17.2%;林业基础设施建设出现"真空"地带。建议:制定"十三五"阶段深化集体林改战略规划;加大对林业基础设施建设项目扶持力度;建立全国统一规范联网的集体林权登记制度、现代林业经营制度、健康有序的林地经营权流转机制,灵活便捷的林权抵押贷款机制,提升利林惠林政策实施效能。By tracking China＇ s 100 forestry tenure reform village project, the paper investigates the main stage and he implementation of collective forest tenure reform, and the implementation performance of supporting reform. As of June 2014, nearly ninety percent （87.28%） of the woodland equaling to the home, all mountains to the rate of nearly seventy percent （67.4%）, 83 percent forest surveyed said they held that ＂branch mountains to households＂ is best, at the same time there are 60 percent forest farmers think ＂woodland should make scale operation, individual farmers against forest management＂. Woodland circulation area of 16.5% of the total area of forest land and farmers＇ willingness to transfer is low; New forestry management main body organization is low, the total number of households into rotary number of sample village less than 20 percent （17.2%）; The infrastructure construction of forestry ＂vacuum＂ zone. Ad- vice： ＂much starker choices-and graver consequences-in＂ stage to develop forestry tenure reform deepening strategic planning. Enforce the support to forestry infrastructure project. Establish a nationwide unified specification connected to the system of collective forest rights registration, management system of modem forestry, the forest land manage- ment of the healthy and orderly flow mechanism, flexible and convenient forest right mortgage mechanism, improve the policy effectiveness.
