福建三明市完善森林生态补偿制度研究

摘　　要：文章针对三明市集体林权制度改革后完善森林生态补偿机制进行系统梳理,结合实地调研对三明市森林生态补偿机制和现行制度政策进行成效和影响分析,在此基础上,为完善该项制度提出具体的对策建议,以期为进一步深化集体林权制度改革提供政策和制度保障。This paper summarizes Sanming City＇ s forest ecological compensation innovation mechanism after the collective forest right system reform by analyzing the characteristics and problems of current system and policy, and carrying on the analysis, which is based on investigation, of the outcomes and impact of Sanming City＇ s ecological compensation mechanism and policy, on which basis this paper will put forward advice and solutions on the im- provements of this system in order to provide policy and institutional guarantee for further deepening the reform of collective forest right system.
