高铁时代跨区域协同治理:机遇、挑战及机制构建

摘　　要：步入高铁时代,我国跨区域发展机遇与挑战并存,高铁时代的跨区域协同治理亟待研究。通过对高铁时代的跨区域发展趋势及跨区域协同治理的内涵、特征、模式进行讨论,强调构建跨区域协同治理的多元利益协调机制、沟通协商机制、跨域信息网络整合机制、跨域经济网络整合机制、公共基础设施网络整合机制、公共服务一体化协调机制、跨域突发事件应急联动机制等。In the high - speed railway age, the speed of regional economic, social and cultural development have been ac- celerating in our country. It has put up new requirements and challenges to the opening market, the allocation of resources, industry layout, social management and cross - regional cooperative governance. In this paper, the connotation and charac- teristics, pattern and mechanism of collaborative governance across regions in high - speed rail age will be discussed. The emphasis is on building a network of regional economy integration mechanism, ross - regional information network integra- tion mechanism, public infrastructure network integration mechanism, integration of public service coordination mechanism, multiple interest coordination mechanism, and communication consultation mechanism, etc.
