摘 要:农业水价调控可将农业节水与农民的经济利益联系到一起,激发农民的节水积极性,对农业节水具有重要意义。分析德州市基于工程措施和管理模式节水基础上的"提补水价"节水模式,结果显示:傅家村作为引黄灌溉"提补水价"试点,节水可达17%。西烟台村作为井灌与引黄灌溉"提补水价"试点,节水为15.5%。水价调控达到了很好的节水效果。农业灌溉用水的水价主要受到供水成本、资源成本、农民水价承受能力、电费及国家补贴等影响。构建引黄灌区阶梯水价模型,同时对模型中的相关参数进行了探讨。以上研究将对引黄灌区农业水价节水模式的探讨提供理论和数据支持。The regulation of agricultural water price can make water-saving related to the economic interests of farmers,arouse the enthusiasm of farmers and water-saving,and it is of great significance to the agricultural water-saving."Put up and subsidy the price of water"is analyzed based on Dezhou City engineering measures and management mode,and the results show that:Fujia Cun well irrigation"Put up and subsidy the price of water"pilot,savingwater up to 17%.Xiyantai village well irrigation and irrigation "Put up and subsidy the price of water"pilot,water-saving up to 15.5%.Water price achieves very good water-saving effects.An analysis is made of the influence of the irrigation districts in Dezhou City the main factors:agricultural irrigation water price,mainly by the water supply cost,resources cost,the price affordability,electricity and state subsidies etc.From the above analysis,the construction of irrigation area water pricing ladder model,and the related parameters in the model are discussed.The research will provide a theoretical and data support the discussion of agricultural water-saving irrigation area mode.
