摘　　要：公共政策是政府管理社会、增进公众福祉的重要手段,它天然地具备"公共性"。然而,在社会转型时期,公共政策"公共性"衰减已成为一个引人关注的问题。本文认为,解决这一问题的关键就是从各角度厘清公共政策"公共性"的价值内涵,分析"公共性"衰减的原因,并以此为基础探求解决问题的途径。The public policy is an important means of managing the society by the government,and improving the happiness and benefit of the public.The ＂publicity＂ is the nature of policy.However,in the period of social transformation,the decline of the ＂publicity＂ in public policy has become a matter of concern.The paper holds that the key to solve the problem is to clarify the value connotation of ＂publicity＂ in public policy from all conceivable angles,to analyze the causes of the decline of ＂publicity＂,and based on this to figure out ways to solve the problem.
