摘　　要：政府强制统一更换商铺招牌,作为一种典型的行政决策行为应依法进行。政府强制更换商铺招牌必须在法律授予的权限内行使,遵循行政决策的必经程序——信息公开、公众参与和专家参与,符合行政决策的实质合法性要求,特别是应符合比例原则。Government mandates shops to replace signs as a typical administrative decision-making which should be in accordance with law.Government＇s mandatory replacements of shop signboards must be exercised within the authority conferred by law,and follow the necessary procedures of administrative decision-making-information disclosure,public participation and the participation of experts,administrative decision-making in line with the substantive legality requirements,particularly being supposed to comply with the principle of proportionality.
