摘　　要：为充分发挥国家级重点实验室在提高国防科技创新能力和军队现代化建设水平中的引领和辐射带动作用,应积极探索军队院校国家级重点实验室培育机制,加快国家级重点实验室建设步伐。具体措施包括:凝练方向准确定位,制定特色鲜明的建设与发展规划;完善人才队伍建设机制,打造高水平的学术梯队;瞄准前沿,关注基础,建立开放式的科学研究体制;探索垂直管理模式,实行开放联合的运行机制;加强条件和文化建设,营造良好的软硬件环境。The current state-level key laboratory construction of military academies had some shortages,including small scale,unclear research directions,lack of capacity for sustainable development,imperfect operation and management mechanism,and so on. To make full use of the radiation and leading role of state-level key laboratories in improving national defense science and technology innovation capacity and military modernization level,we should actively explore the cultivation mechanism of state-level key laboratory of military academies,and accelerate the pace of state-level key laboratory construction. Specific measures include refining research direction and positioning accurately,establishing characteristic construction and development planning; improving the construction mechanism of talent team,creating a high level of academic echelon; aiming at the frontier and focusing on the basis,establishing open system of scientific research; exploring vertical management model,implementing open and coalition operation mechanism; strengthening the conditions and cultural construction,and creating a good soft environment and platform environment.
