摘 要:当前,由于高校目标责任制管理制度刚性的内在限度,导致了指标压力与学术自由之间的矛盾、个性任务与团队发展之间的矛盾、学院之间院际协作动力相对缺乏、目标执行过程中调控机制缺乏、过程管理相对薄弱等问题。为突破上述限度,完善高校目标责任制管理,必须在刚柔并济理念的基础上做到"五个结合":一是把年度目标考核和任期目标考核结合起来,二是把个人考核和团队考核结合起来,三是把完成学院(部门)目标和参与学校重大任务结合起来,四是把稳定性与可调控性结合起来,五是把短期效益和长远利益结合起来。Currently,the inherent limits of the target responsibility system in colleges and universities management system lead to the contradictions between pressure index and academic freedom,individual tasks and the development of team,and lacking of college courtyard international collaboration,regulatory mechanism in the process of target execution,powerful process management as well. In order to break these limits,and improve the management of college target responsibility system,one must practise the concept of rigid- flexible,and on the basis of"five combinations",such as combining the annual target assessment and term objective assessment,individual and team of examination,department goals and major tasks involved in school,stability and controllability,and short- term benefits and long- term interests.
