福利国家的政府公共服务职能变迁——一个福利意识形态的视角解析

摘　　要：文章主旨在于探析福利意识形态与政府公共服务职能变迁之间的关系。通过对西方社会福利意识形态演变中国家角色转变的分析发现,政府公共服务职能的变迁实际上受到社会福利意识形态的价值引导,其变迁趋势表现为公共服务职能重心不断"下移",这既是政府对民众社会福利需要的有效回应,也是构建服务型政府的目的所在。为此,我国的政府公共服务职能建设也应该考虑当前的社会福利意识形态,以为切实提高政府公共服务效能。This paper is to analyze the relationship between welfare ideology and the function changes of government＇ s public service. Through analyzing the change of national roles in the evolution of western social welfare ideology,it is easy to find the change of government＇s public service function is actually guided by the social welfare ideology and the tendency of evolution shows the focus of public service function gradually goes down which is the purpose of building a service-oriented government. For this reason, the construction of public service functions of our government should consider the current social welfare ideology to improve the effectiveness of public services.
