乡级土地利用总体规划土地用途分区类型体系研究——基于国际国内经验比较

摘　　要：通过开展中外土地用途分区类型体系的比较研究,提出乡级土地利用总体规划土地用途分区类型体系的改进方案。该方案将现行乡级土地利用总体规划的土地用途分区和建设用地管制分区的类型体系进行融合,形成新的土地用途分区方法(乡级生态弹性土地用途分区法)。一方面将土地空间进行统一分区,避免同时存在两种分区体系的适用问题;另一方面继承原两种分区体系的优点,规范土地用途管制,增强规划的实施弹性及国土空间优化的功能。The paper is to conduct a comparative study of both domestic and overseas researches into land use control zoning system,and present a new land use control zoning system for the township comprehensive land use planning（ TCLUP）.The result indicates that township ecological and flexible land use control zoning system can be formed through merging present land use control zoning system and construction land regulation zoning system of TCLUP.The advantages of the new zoning system include：（ 1） avoiding application problems of the two present zoning systems through dividing the land into zones comprehensively;（ 2） inheriting advantages of the two present zoning systems,normalizing land use control behavior,improving planning implementation flexibility,and strengthening the function of spatial layout optimization.
