中国区域旅游合作障碍的成因及政府协调机制研究

摘　　要：基于流通障碍,考虑了区域旅游地的旅游机构与政府之间的博弈均衡实现条件,并以此为基础建立理论模型,分析了区域旅游合作障碍的成因与影响因素,并得出在各地旅游机构追求最大利润、各地旅游政府追求最大化福利的完全完美信息动态博弈情况下,区域旅游合作障碍由区域旅游地知名度与游客价格倾向决定,并与其均呈正相关关系,而游客价格倾向则是区域旅游合作障碍存在与否的关键条件。基于此,从法律、协会组织、政策扶持以及基础配套设施等4个方面提出了区域旅游政府协调机制设想。Based on regional tourism circulation balk,the paper considered implementation conditions of game equilibrium between tourism establishments and governments.Furthermore,the paper set up a theory model and analyzed the cause and influence factor of regional tourism cooperation balk.And then,the paper demonstrated the existence of regional tourism cooperation balk originated from low propensity to price of tourism destination based on systematic balk,and the degree on regional tourism circulation balk had positive correlation with the popularity of tourism destination.At the same time,it had positive correlation with propensity to price of tourism destination.Based on that,the paper raised the thoughts of government coordination mechanism from four aspects of law,association,government support and supporting infrastructure.
