旅游发展背景下土地集约内涵研究--以广东巽寮湾和海陵岛滨海旅游区为例

摘　　要：当前关于土地集约化内涵的讨论主要在城市经济发展为主的测量视角.然而,伴随着中国城市化的推进,一方面土地开发强度和广度不断加大,另一方面土地开发模式和主题越趋多元化.鉴于旅游开发对比城市开发区和新区开发而言具有更强的灵活性和多元性的发展背景,旅游发展背景下的土地集约利用应有新的理论内涵.因此,从旅游发展背景出发,重新审视土地集约发展的新内涵.通过分析广东巽寮湾和海陵岛这2个典型滨海旅游区的土地开发历程,采用文本收集与对比分析方法,发现旅游发展背景下的土地集约化内涵可以做出新的解读:土地开发的公有化原则是土地集约化利用的必要前提;土地开发的话语主导原则是土地集约化发展的根本动力;土地开发主题的多元化原则是土地集约化发展的未来导向;土地开发的和谐化原则是土地集约化发展的稳定保障;土地开发的时序性原则是土地集约化发展的营销支撑.从旅游发展背景出发,重新审视土地集约发展的新内涵,预计不仅可丰富当前土地集约发展的理论内涵,且可为旅游发展过程中的土地有序开发提供有益参考.Currently, the discussion on ＇ the intensive use of land＇ has been set in the context of urban development, constructing economic perspectives on this topic. However, with the development of urbanization in China, not only the increasing intensive and extensive use of land, but also the various modes of land use have emerged. It is argued that the theoretical meaning of ＇ the intensive use of land＇ should be discussed in the context of tourism development, which is one of the most powerful land use mode in China currently. Using Xunliaowan and Hailing Island as cases, it is concluded that： 1 ） the precondition of ＇the intensive use of land＇ is socialization of land; 2） the basic power of land use is a set of power discourse; 3 ） the future orientation of land use is subject pluralism; 4 ） the stability of social order in the process of land development is based on harmonization among various subjects ; 5 ） the efficiency of marketing of land development is based on progressive developmental mode. Overall, reflecting the theoretical meaning of ＇ the intensive use of land＇ , this paper is capable to enrich the discussion on this topic through the lens of tourism. Additionally, refreshing the meaning of ＇ the intensive use of land＇ in the context of tourism development may contribute to land use projects in tourism industry.
