再论公文格式中印发机关和印发日期项目应该取消——与赵建伟先生商榷

摘　　要：公文格式规定中的印发机关应该是指其明确的送印机关,而不应是指接印部门。收文单位对经常来文的单位内部机构分工是清楚的,如对来文有疑问,可与起草承办者沟通咨询,发文上不必标注印发机关。因现时以打印稿请领导签发,形成以签发日期为依据标注的成文日期和以送印日期为依据标注的印发日期同日或接近,发文上标注印发日期很少价值。Issuing authority does not refer to the printing department,but the authority that sends out an official document to print. The unit of reception knows well the internal divisions of a frequent sender of official documents. Whenever there is something unsure about a document,we can recognize and communicate with the one who is responsible. Therefore it is unnecessary to write down the issuing organ on the document. Nowadays,the leader signs the printed version of an official document before it is issued,which causes the date based on the date of signature,to be the same as or quite close to the date of issuance based on the date it being sent to print. It is of little value to write down the date of issuance on the document.
