公众政府信息获取渠道选择影响因素的研究

摘　　要：深入了解公众政府信息获取渠道选择的影响因素,有助于政府部门完善渠道设计,改善政府信息服务效率。基于渠道选择行为和政府信息服务维度,对公众个人因素、任务因素、渠道因素、情境因素、ICT接入鸿沟与公众政府信息获取渠道选择的影响关系进行了分析,由此构建公众政府信息获取渠道选择影响因素模型,并通过调研检验与修正概念模型。研究发现渠道因素、公众个人因素、数字鸿沟是影响公众政府信息获取渠道选择的关键因素,任务因素、情境因素对渠道选择的影响不显著,渠道选择最终对公众感知价值产生影响。The understanding of determinants of citizens＇channel choice of access to government information helps governments to improve public channel design to improve service efficiency.On the basis of channel choice behavior and public service,five variables are identified,including personal factor,channel factor,task factor,situational factor,and digital divide,and then the concept model of citizens＇channel choice of access to government information is constructed,verified and revised by survey data.The results show that channel factor,personal factor,and digital divide are the key indexes influencing citizens＇channel choice,while task factor,situational factor have a little influence on it,and channel choice influences citizens＇perceived value finally.
