摘 要:以武石城际铁路为工程背景,针对高铁建设过程中对环境的破坏以及为了保护环境而采取的措施,从内部环境成本和外部环境成本两个维度定义了绿色高铁建设环境成本。在不同的高铁建设方案中,外部环境成本低的项目对社会可持续发展有利,对内部环境成本的控制则体现了施工企业的竞争力。对环境成本的确认既要区分"内"、"外",又要考虑高铁建设不同时期的阶段性特征。最后采用防护费用法、恢复费用法、生产力变化法等方法分别确定出一个高铁项目的内部环境成本和外部环境成本。Taking Wuhan-Huangshi inter-city railway as engineering background,in terms of the environmental damage during the process of the high-speed railway construction and the measures taken to protect the environment,the environmental cost of green high-speed rail construction is defined from two dimensions:internal environmental cost and external environmental cost.It is found that in different high-speed railway construction solutions,the project with lower external environmental cost is help for sustainable development of the society,while the control over internal environmental cost presents the competitive force of construction companies.For the confirmation of environmental cost,it is needed to differentiate internal and external,take periodic features of high-speed railway construction as well.Finally,the internal and external environmental cost is calculated and determined respectively using averting cost method,recovery payments method,productivity change method etc.
