摘  要:土地集约利用受土地报酬递减规律作用,呈现先增长后降低的发展趋势,由此可判断各地区所处土地集约利用阶段及水平,结合资源发展潜力等因素,作为土地集约利用分区和差别化政策的依据。该研究对安徽省16个市的经济发展和土地集约利用数据进行分析,得出安徽省土地集约利用发展曲线拐点发生在人均GDP 71 050元时;结合2009~2013年安徽省各市存量建设用地总量数据,将安徽省划分为4类土地集约利用管控区域——土地集约利用提升区、土地集约利用优化区、土地集约利用挖潜区、土地集约利用滞后区,并从土地供应数量投放、土地供应强度门槛、存量建设用地挖潜、城乡建设用地互动等方面提出各区土地集约利用的差别化政策建议。The land intensive utilization affected by Degressive Land Return, presents the development trend of first growing then decreasing. Therefore the regional land intensive utilization stage and level was determined, combined developing potential factors such as resources, as the basis of land intensive use zoning and differentiated policy. Economic development and land intensive use of 16 cities in Anhul Province was ana- lyzed, it was pointed out that the curve of land intensive utilization development turning point in Anhui Province occurred when GDP per capita is 71 050 RMB ; in combination with data of the cities' s construction land in recent five years, Anhui Province could be divided into four types (land intensive use improvement area, optimization area, digging area, lagging area), and policy suggestions in regional differentiation in land intensive use were put forward, in consideration of the land supply quant on construction land, land supply intensity threshold, the expanding of const^ction land stock and interaction between the urban and rural construction land.
