摘　　要：中小水电PROT项目融资涉及较多利益相关方,由于缺乏有效统一的整体架构体系,各利益方为了自身利益最大化而忽视系统整体利益。为此,借助霍尔三维模式和WSR方法论分解与重构系统,建立了基于霍尔三维模式和WSR的PROT项目融资综合集成管理框架模型。该模型将中小水电PROT项目运行过程中涉及的管理组织、管理阶段、管理目标、管理信息等有机结合在一起,可有效克服整体利益缺失的现象,从而促进项目目标实现。Small and medium-sized hydropower PROT project financing involves more stakeholders,and all stakeholders ignore the interests of the whole system.In order to solve this problem,this paper decomposed and reconstructed the system by Hall 3D model and WSR system methodology,and established the PROT project finance meta-synthetic management framework based on WSR and Hall 3D model.In the model,management organization,management,management objective and management information are integrated into the operation process of small and medium-sized hydropower project,and it can overcome the lack of the whole interests effectively,which promotes the achievement of project overall objectives.
