摘　　要：当前我国经济发展正处于重要的战略机遇期。党的十八届三中全会确立"要使市场在资源配置中起决定性作用",但在实施创新驱动发展战略的过程中,我们必须处理好政府与市场之间的关系,必须确保政府在技术创新中不可替代的地位与作用,使得政府在提高和增强我国企业技术创新能力方面有所担当和作为。我们尤其需要注意在市场经济条件下,探索政府如何通过政策和规制作用于市场机制,引导社会资源投向技术创新。Currently China＇s economic development is in an important period of strategic opportunities.The Third Plenary Session of the 18 th Central Committee of the CPC have made the decision ＂making the market plays a decisive role in the allocation of resources＂,but we must deal with the relationship between the government and the market in the process of implementation of innovation-driven development strategy. We need to ensure that the government has an irreplaceable position and role in technological innovation and make the government play an important role in improving and strengthening the technological innovation ability of Chinese enterprises. In particular,we have an obligation to pay attention to explore how government policies and regulations for the market mechanisms to guide social resources to invest in technological innovation under the condition of marketing economy.
