摘  要:应用DEA-Tobit模型对某国家农业科研团队创新效率进行测度并对绩效影响因素开展论证。结果表明,农业科研团队成员创新效率较低,不同岗位差异较大,规模效率是制约创新效率提升的关键。绩效影响因素论证显示:提升体系目标认知度能有效提高创新综合技术效率;成员职称、对团队成员知晓度、经费使用合理程度是科研团队创新绩效的决定要素;跨团队交流、地方政府的支持情况、依托单位性质对农业科研团队创新绩效作用不明显。The paper reviewed the literature about influence factors of scientific research teams' innovation performance,then used DEA- Tobit method to measure the innovation performance of agricultural research team's Rd team,and state the influence factors of performance. The empirical results show that: innovation efficiency of RD team is low; efficiency of different post types are different; scale efficiency is the key cause which restricts the innovation efficiency improvement.Moreover,the inquiry results of innovation performance factors show that: the ascension of cognitive degree to system objective is helpful to improve the teams' innovation comprehensive technical efficiency significantly; title of team member,familiarity degree to team worker,reasonable degree of using funds are core elements which can influence research teams' innovation performance. Besides cross- team communication,the situation of local government support to industry system development,properties of supporting institution are not key elements to influence research teams' innovation performance.Finally the corresponding countermeasures are given.
