我国慢性病防治机构服务能力建设研究进展

摘　　要：我国慢性病防治机构定位于防治结合,负责慢性传染性和非传染性疾病的防治,服务能力的评价维度主要集中在机构人才队伍建设、财力投入、服务内容等方面。慢性病防治机构能力建设的趋势包括引入"共同学习"方法、重视健康教育、实施项目管理以及充分应用社区卫生服务机构作为载体和平台。存在的主要问题是社会支持不够、财政投入不足、缺乏有效监督以及人才队伍建设不足。建议加强培训,建立高素质人才队伍;加大财政投入力度,完善人员激励机制;加大监督评价力度,提高慢性病防治机构的管理水平。The main function of chronic diseases prevention and cure institutions are preventing and curing chronic infectious and non- infectious diseases. And the main evaluation dimensionalities are human resources,financing,and service contents which is similar to other public health institutions. The main development trends of chronic diseases prevention and cure institutions are introducing the method of learn together,to pay attention to health education,to practice project management,to expand the financial investment,and to been widely used with community health services,and the problems are lack of social support,financial resources,supervision and human resources. The suggestions are strengthening training to build the talent,expanding the financial investment to improve the people＇s incentive mechanism,and intensifying supervision and checks to improve management level.
