摘  要:土壤和地下水是人类赖以生存的物质基础,2014年发布的《全国土壤污染状况调查公报》以及近年来诸多污染事件的曝光,都表明我国土壤与地下水污染问题日益突出,并严重威胁人体健康,因此,污染场地土壤与地下水的修复治理刻不容缓。我国污染场地修复起步较晚,相应的管理体系尚未完全建立,导致当前污染场地的调查与修复存在相关法律法规和标准不完善、场地修复资金落实困难、污染场地修复技术工程应用经验不足、场地资料整合困难以及地下水修复被忽视等问题。在我国污染场地修复产业发展潜力巨大的背景下,只有深刻认识到上述问题现状并建立规范的市场秩序才能更好地推动修复产业的健康发展。Soil and groundwater are components of the environment that perform functions vital to human activities and ecosystems survival. Unfortunately, the “Report on China's Soil Contamination Survey (2014)” issued by Ministry of Environ- mental Protection and Ministry of Land and Resources of the People's Republic of China, along with numerous contamination incidents reported in the news media, indicate that soil and groundwater contamination has become an increasingly prominent problem in China. Contaminated sites pose a serious threat to human health and ecosystems, and demand immediate attention if effective management and remediation are to be realized. However, the contaminated site remediation industry in China is still in its infancy: lack of relevant laws, regulations and policies, immature funding mechanisms for remediation, lack of experiences in remediation engineering applications, and neglect of groundwater problems in the contaminated site remediation, these are key concerns that must be addressed as a first step in developing the soil and groundwater remediation industry in China.
