摘　　要：本文以实地调查、文献分析为基础,阐述了"渤海粮仓"的概念内涵;引入SWOT方法,基于"渤海粮仓"建设的优势、劣势、机遇与威胁分析,揭示了"渤海粮仓"建设的战略背景、建设现状、研究进展与关键影响因素,提出了"渤海粮仓"建设的推进策略。研究表明,土壤瘠薄盐碱、淡水资源匮乏、科学技术、政策机制和综合效益是影响"渤海粮仓"建设的关键因素。"渤海粮仓"建设应以市场为导向,建立效益评估机制;落实政府主导责任,坚持农企主体地位;统筹规划,因地制宜地利用土地和完善产业链;强化技术和体制机制创新,加强科技指导;加大财政支持,完善配套设施,建立盐碱地粮食补贴制度,加强监管服务,落实优惠政策。研究结果可为推进"渤海粮仓"建设、保障国家粮食安全提供借鉴。Based on extensive literature review and on-site survey, this paper explained the conception and connotation of the＂Bohai Granary＂. Applying SWOT （Strength, Weakness, Opportunity, and Threat） analysis, this paper also examined the background, present situation, research progress and key affecting factors of the＂Bohai Granary＂. Results show that, the barren and saline-alkali soil type, limited freshwater resource, science and technology, policy mechanism and the comprehensive benefit are the key influencing factors of the ＂Bohai Granary＂ construction. It is suggested that the following strategies can help to establish the ＂Bohai Granary＂： 1） The market-oriented mechanism of benefit evaluation system should be established; 2） the government should take the leading role and the agricultural enterprises should play the prinapal status; 3） a strategic plan should be created to guide the long-term development of the ＂Bohai Granary＂; 4） the agricultural industry chains should be improved according to local conditions; and 5） financial support should be increased to improve the facilities and to establish a subsidy system of grain production in saline and alkali land. Additionally, the government supervision and services should be strengthened to implement the preferential policies.
