浅谈政府在生态文明建设中的责任与作用

摘　　要：在社会主义经济建设初期,我国粗放型的发展方式对生态环境造成了一定程度的破坏。目前,我国正面临资源短缺、环境污染等一系列问题。生态文明建设是党的十七大提出的一项新要求,党的十八大报告首次把生态文明建设列入建设中国特色社会主义"五位一体"的总布局之中,党的十八届四中全会的召开,依法治国方略的全面实施,必将对生态环境建设提出更高的要求。本文认为,要改变经济社会发展对生态环境造成破坏的局面,政府作为公共利益的代表,其责任不可推卸,作用不可忽视。In the initial state of socialist economic construction,the extensive mode of China＇s development caused a certain degree of damage to ecological environment.At present,China is facing a series of questions,for instance,resource consumption,energy shortage and environment pollution as well.The construction of ecological civilization is a new requirement which has been proposed in the 17 th national congress;in the report of the 18 th national congress,the construction of ecological civilization has been first listed in the ＂five in one＂ general layout of building socialism with Chinese characteristics;the 4th plenary session of 18 th central committee and the full implementation of the strategy of governing the country according to law will certainly put forward higher requirements to the construction of ecological environment.This article thinks that,in order to change the situation that the development of economy and society causes the damage to the ecological environment,government as the representative of the public interest has inescapable responsibility and the function which can not be ignored.
