临沂市国土资源转征供用动态监管系统的设计与实现

摘　　要：本文以临沂市为例,研究了市级国土资源转征供用动态监管系统的建设目标及系统框架,以国土资源"一张图"和核心数据库为基础,建立起统一的监管平台,实现了国土资源"批、征、供、用、补、查"的全程管理,从"以数管地"到"以图管地"的转变,做到了全面、快速、实时地掌握研究区建设用地报批、土地供应情况,并对供后监管各指标内容进行预警提醒。Taking the example of Linyi city and based on＂One Map＂of land and resources with core database, this article studied the goal of establishing the dynamic monitoring information system and framework as for the rotary cities＇ land of expropriation and provision in order to set up the unified regulatory platform, and realize the whole process management of grant, levy, supply, use, compensation, and check of land resources. Change from＂manage land using data＂to＂manage land using map＂, this article achieves to obtain the comprehensive、rapid、real-time controlling of the study area approval of the construction land, land supply and regulation of the content of early warning indicators for the reminder.
