“群众路线”与中国“纵向民主”:内涵、意义与实践

摘　　要：群众路线是中国共产党的生命线和根本工作路线。新形式下,中国共产党执政面临着许多严峻的挑战,腐败问题、享乐主义、官僚作风、形式主义等诸多问题亟待解决。从中国政治视野来看,中国共产党践行群众路线对于政党执政能力建设大有裨益,亦能提高人民群众对党的政治认同。"纵向民主"力图通过纵向权利制约机制,开辟中国民主政治的新途径。它要求执政党自上而下的指令与人民群众自下而上的参与进行有效结合,完善中国权力监督制约机制。"纵向民主"与群众路线能相互促进,推进中国政治发展。一方面,"纵向民主"要求执政党自上而下实践民主的治理目标,最终对人民群众负责;另一方面,群众路线能保障"纵向民主"的有效实行,避免成为民主的形式主义。因此,在"纵向民主"的逻辑下,群众路线呈现出新意义。Mass lines is the Chinese communist party＇s life line and fundamental work guideline. The governing party is confronted with a number of challenges,such as corruption, extravagance,hedonism,bureaucracy,and formalism,to be solved in time. Seen from Chinese politics,the Party＇s practice of the mass lines is conducive to its governance capacity building and improvement in the masses political identification.＂longitudinal democracy＂attempts to,through the longitudinal right control mechanism,open up a new channel of Chinese democratic politics,by which the governing party＇ s upper-to-lower orders can be efficiently combined with the lower-to-upper mass lines. The democracy and the mass line can promote each other for Chinese political development. On the hand,the longitudinal democracy demands the governing party to practice the democratic governance goal from the high-ranking to the common people,thus ultimately holding responsible for the masses; on the other hand,the mass lines can ensure efficient practice of democracy and avoid its formalism. Therefore,in the context of the longitudinal democracy,the mass line will also be of new implications.
