摘 要:我国经济正处于"三期叠加"的发展阶段,根据主动适应经济发展新常态的要求,我国铁路面临着市场分化、负债率高、经营效益不好的严峻局面,需要采取资本运营和深化改革方式逐步摆脱困境。铁路的资本运营包括以市场竞争、行业发展略、国家发展三个战略层次为导向的资本运营。为保证资本运营处于竞争性、流动性、开放性状态,铁路组织的改革应以厘清产权关系为起点,建立边界清楚、权责明确、政资分开、管理科学的铁路运输企业,这样的企业应按照区域划分和网运分离方式进行构建。China's railway needs capital management and reform to promote its sustainable development, because China's economy is in the development stage of "third phase combined", and China's railway is facing the situation of market differentiation, high debt ratio, and poor management efficiency. The capital management of railway in this paper is oriented by market competition strategy, industry development strategy and national development strategy. At the same time, in order to ensure the competition and liquidity of capital, the reform of railway organization should start with distinguishing the property relations. China Railway Corporation should renew itself by the way of regional division and separation of transport network and transportation, and build the enterprise with the characteristic of clarifying responsibilities, dividing government and capital, managing scientifically and reasonably.
