摘 要:地方政府间合作之路并非坦途,风险蕴含于政策制定和执行过程始终。政府间合作的风险类型多种多样,外源性风险有全球化、环境变化、法制不健全等;内因层面有条块划分和科层制影响、财政经济负担重、体系内部控制不严等。应立足法治环境进行风险控制,建构政府间合作风险模型,以公共利益共同承担责任,以高层引导规制多方冲动,以行政协议规范各方行为;对现实情境进行精确分析,找到阻滞因素并逐个击破,将政府间合作的风险降至最低,促成地方政府间的契合信任和精诚合作,推动区域协同发展和共同繁荣。There is no royal road to cooperation among different local governments, instead, various risks can be found all the way through policy formulation and implementation. External causes of risks include globatization, environmental changes, and imperfect legislation, etc. while internal causes includes the rigid division of regions and departments, the impact of bureaucracies, overburden of finance and economy, loopholes of control within the system, etc. To solve this problem, we should construct a proper model for risk control among different local governments on the basis of current legislation: local governments should shoulder responsibilities together for mutual benefits; top administrations should guide and assist their cooperation, using regulations to monitor the behaviors of each party; to analyze the environment accurately and solve the obstacles if found. By this means, risks can be well controlled and managed, trusts and cooperation can be promoted, and we can expect harmonious development and common prosperity among different regions and districts.
