摘　　要：环境保护是中国的一项基本国策,地方政府对环保的资金投入力度逐年提高。文中以江苏省分配市县省级环保专项资金为例,对专项资金的在使用和管理中出现的一些问题作初步分析并提出了相关的完善建议。Environmental protection is a basic state policy of China,the investment to environmental protection from local governments increased year by year. Several improving advices to the use and management of the provincial environmental protection special funds allocated to cities and counties in Jiangsu Province were put forward,and the problems occured in the practice were analyzed.
