关于铁路吸引社会资本条件的研究

摘　　要：在比较分析铁路与道路和航空运输业固定资产投资构成及资金来源的差异基础上,从制度创新、盈利模式、市场开放程度和融资规模方面分析造成差异的原因,提出铁路吸引社会资本需要从社会资本投资铁路的盈利模式、铁路运输企业市场主体地位、铁路运输市场引入竞争和重组合资铁路公司等方面进行深入改革,创造引入社会资本的条件。Based on comparing and analyzing the composition of fixed assets investment among railway, highway and air transport industry as well as the difference of finance resource, this paper, from aspects of system innovation, profit model, opening degree of market and financing scope, analyzes the reasons of the difference, puts forward that railway absorbing social capital needs deep reforms on some aspects, such as the profit model of investing railway by social capital, the market dominant position of railway transport enterprise, introducing railway transport market into competition and the recombination of joint venture railway companies, so as to create condition of introducing social capital.
