西部地区全面建成小康社会公路交通发展目标研究

摘　　要：加快西部地区公路交通发展,提高交通运输基本公共服务均等化水平,是全面建成小康社会的重要内容,也是我国交通运输"十三五"期的发展重点。通过分析小康社会的内涵和要求,围绕西部地区交通运输发展特征,从"服务覆盖、服务水平、保障程度和公众认可"四个方面,采用"分类分层、逐项展开"的方法构建全面建成小康社会公路交通评价指标体系,确定2020年的发展目标,为西部地区公路交通发展提供指导。Accelerating highway development in western area and promoting equal citizen access to basic public service of transportation are two major elements to complete the building of a well-off society in all respects,and are also development priorities of transportation development during the 13 th Five-Year Plan period.After thorough analysis of the nature and qualifications of a well-off society,along with specific features and current situation of transportation development in western areas,this paper focuses on four aspects ＂coverage of service,level of service,level of support and contribution,and public recognition＂,and creates an evaluation index system to assess transportation development in the process of completing the building of a well-off society.To build such an evaluation system,a ＂hierarchical classification and gradation＂taxonomy technique and a ＂term-by-term＂selection method are adopted.Apart from that,this paper also defines the development goal for highway transportation in 2020 to provide guidance for western areas of China.
