摘　　要：从重点突出和功能合理等角度进行应急救援队伍结构优化研究,提出以下建议:整合现有专业应急救援队伍,形成布局合理、专业性强、具备突击攻坚能力的国家层面应急救援力量体系;形成基层应急救援队伍体系,突出综合应急救援职能、第一时间处置能力建设和社会应急能力建设;按队伍功能将各类应急救援队伍区分为综合应急力量、专业应急力量和后备保障力量等,构建资源有效整合、职责有序衔接、功能有机结合的应急救援队伍体系。Study the optimizing of emergency team structure in points of highlighting the key and making reasonable the func- tion, and suggestions were made： construct national level emer- gency rescue team system with the characteristics of scale opti- mization, prominent specialization and the capacity for overco- ming difficulties; construct basic level emergency rescue team system with the characteristics of comprehensive rescue func- tion, capacity for emergency rescue and relief in first time, and social participation; divide all kinds of rescue teams into three groups： comprehensive emergency power, professional emer- gency power, and guaranteeing power, in order to construct e- mergency rescue team system with the characteristics of re- sources integration, clear and definite responsibility, and organ- ic combination of function.
