摘　　要：2009年IMO通过了《2009年香港国际安全与无害环境拆船公约》,为使造船厂在公约正式生效后能及时按照公约的要求进行造船,本文主要介绍了造船厂在新造船舶建造过程中有害物质控制的基本方法,从造船厂各个部门的职能划分,有害物质分类控制的等级风险划分,供应商的风险评估以及在有害物质控制体系建立的不同阶段和各个不同阶段需达到的目标等方面做了概括性的说明,并对有害物质控制体系建立过程中可能出现的问题进行了探讨并提出了解决的方法和建议。The IMO has adopted the “Hongkong International Convention for the Safety and Environmentally Sound Recycling of ships”in 2009, in order to the shipyard to build ships according to the new regulations when it comes into effect. The article introduces the basic control method of hazardous materials for new building ships. The general explanation is done at the aspects such as the function division of shipyard departments, the venture division of the hazardous material control, the venture evaluation of the suppliers, the different period and the purpose of different period during the foundation of the hazardous materials control system. Solutions and advices are given for the problems appeared during the foundation of the hazardous materials control system.
