摘　　要：指出了第三轮土地利用总体规划目前已实施7年,随着新情况、新形势的出现,规划也出现了一些不适应性。探讨了土地利用总体规划实施监测评估体系的构建,并提出了相关建议,对规划的继续实施以及对新一轮规划的修编均能提供一定的参考依据。At present,the third round overall plan for land utilization has been implemented for seven years.As the new situation has emerged,the plan has shows some inadaptability.Through the establishment of monitoring and evaluation system for land utilization＇s over plan,it is helpful for timely grasping the dynamic implementation of plan and putting forward the related proposal.The system can provide some references for the plan＇s implementation and the revision of a new round of planning.
