摘　　要：在改革开放和发展社会主义市场经济的条件下,以江泽民、胡锦涛、习近平为代表的中国共产党人进一步发展了党的集体领导思想:提出了使民主集中制制度化、体系化、具体化的思想,阐述了决策科学化、民主化与民主集中制的辩证关系,提出了"集体领导、民主集中、个别酝酿、会议决定"等16个字党委集体决策原则以及相关的决策程序。In the context of reform and opening-up and the development of socialist market economy, the Chinese Communist Party represented by Jiang Zemin, Hu Jintao and Xi Jinping has further developed the Party＇s collective leadership thoughts. In addition to a proposition of an institutionalized, systematic and crystalized democratic centralism, they also expounded the dialectical relationship between scientific, democratic decision-making and democratic centralism. They put forward the collective decision principle of Party committee, i.e., ＂collective leadership, democratic centralism, case specific consultations and decision made through meeting＂. They also proposed the decision-making process which follows the procedures of ＂the collection of decision-making information, the demonstration of decision alternatives, decision making consultation, collective decision-making through meeting and feedback ＂.
