论析抗战时期川省农贷的时效性

摘　　要：放款时间与期限是考察农贷时效性的两个重要因素。抗战时期的川省农贷的放款常常背离农业生产的时间规律与农民的实际需求,这不仅影响了农贷的正常使用,在一定程度上也加重了农民的负担。放款期限不仅以一年以下的短期贷款为主,且常在推行过程中偏离国家的农贷政策,对提高农业生产力也帮助不大。时效性差影响了农贷的正常使用和效力,致使其未能在四川农村经济中发挥更大的作用。The release time and duration of loans are two important factors to investigate the time effectiveness of agricultural loans. As far as the re-lease time is concerned,Sichuan’s agricultural loans during the Anti-Japanese War often went against the law of agricultural production and the actual needs of farmers,which not only affected the normal use of agricultural loans,it also to a certain extent increased the burden on farmers. In the case of the duration of agricultural loans,Short-term loans of less than one year accounted for the majority of loans,and often deviated from the national agricul-tural loan policy in the process of implementation,which helped little to improve agricultural productivity. The time effectiveness was so poor that it affect-ed the normal use and effectiveness of agricultural loans,as a result,agricultural loans failed to play a greater role in the rural economy of Sichuan.
