发达国家饮用水保护措施简析及对我国的启示

摘　　要：当前,由于自身资源禀赋缺乏、水环境严重污染等原因,我国饮用水资源状况不断恶化,对整个社会的可持续发展形成了重大威胁。我们必须全面加强对饮用水的保护,努力为社会的可持续发展提供坚实的保障。文章介绍了发达国家在饮用水保护方面采取的有效措施及的经验,为我国饮用水资源保护工作提供有益的借鉴。文章还重点选取美国、法国、澳大利亚等国家为样本,从立法手段、行政手段、技术手段、应急手段四个方面,对其饮用水保护措施加以简要分析,从中得出一些对于我国饮用水保护工作助益的启示。At present,due to its lack of endowment of resources,serious pollution of water environment and other reasons,the drinking water resources in our country is deteriorating,the sustainable development of the whole society formed a great threat. We need to strengthen the protection of drinking water,and strive to provide a solid guarantee for the sustainable development of society. This paper introduces the developed countries to adopt in drinking water protection measures and experience,provide a useful reference for the work of protection of drinking water resources in china. The article also focus on the selection USA,France,Australia and other countries as samples,from the four aspects of the legislative means,administrative means,technical means,emergency measure,this paper make a brief analysis on the drinking water protection measures for our work,draw some helpful inspirations from drinking water protection.
