摘　　要：建设项目环境监理对于全面、同步、有效落实环境影响评价文件的措施要求,减免工程建设的不利影响,预防和避免环境污染事故、不可逆转的环境影响发生,实现环保行政监管向行政监管与建设单位内部监管相结合转变起到了重要的作用。但是,我国现有的环境监理制度仍存在许多问题,并已成为其深入发展的障碍。陕西省作为环境监理试点省份之一,在确立环境监理法律地位、建立环境监理管理体系、规范环境监理工作等方面进行了有益的尝试。在总结陕西省环境监理实践经验的基础上,提出建立健全我国环境监理制度的建议。Environmental supervision of construction projects plays an important role in thoroughly and effectively implementing requirements of environmental impact assessment documents,reducing adverse impact of construction projects,preventing and avoiding environmental pollution accidents and irreversible environmental impact along with realizing transformation from environmental administrative supervision to combination of environmental administrative supervision with construction company＇s internal supervision.However,many problems still exist with China ＇s environmental supervision system which hinder its further development. Shaanxi Province,as one of the pilot regions for environmental supervision,made some beneficial attempts in establishing the legal status and management systems of environmental supervision as well as regulating its practices. This paper,on the basis of summarizing practical experience in environmental supervision in Shaanxi Province, puts forward some suggestions on establishing and perfecting the environmental supervision system in China.
